Not to get real crazy here, but the US Consitution is always a helpful place to start for answers to these deep questions.
Article II deals with the powers of the executive branch (and impeachment) and requires that the president preserve, protect and defend the Consitution.
Clearly, setting up the DOJ falls under the proper executive branch powers. The DOJ's mission statement says "
To enforce the law and defend the interests of the United States according to the law; to ensure public safety against threats foreign and domestic; to provide federal leadership in preventing and controlling crime; to seek just punishment for those guilty of unlawful behavior; and to ensure fair and impartial administration of justice for all Americans."
Why does the President need 711 political operatives from the White House to ensure fair and impartial justice for all Americans? You think God and politics make for an ugly combo, try impartial justice and politics.
